Este noul sistem prin care Rom\u00e2nia urmeaz\u0103 s\u0103 taxeze vehiculele comerciale grele \u00een func\u021bie de kilometrii efectiv parcur\u0219i, iar schimbarea \u00eei prive\u0219te direct \u0219i pe operatorii din Republica Moldova care intr\u0103 cu marf\u0103 pe teritoriul rom\u00e2nesc.<\/p>\n\n\n\n<p>Pentru un transportator din Moldova, asta \u00eenseamn\u0103 un lucru simplu: modul \u00een care pl\u0103te\u0219ti pentru drumurile din Rom\u00e2nia se va schimba. \u00cen locul unei taxe fixe valabile o anumit\u0103 perioad\u0103, vei pl\u0103ti propor\u021bional cu distan\u021ba pe care o parcurgi. \u00cen acest articol \u00ee\u021bi explic\u0103m ce este TollRo, pe cine vizeaz\u0103, c\u00e2t cost\u0103 \u0219i cum po\u021bi achita taxa atunci c\u00e2nd treci frontiera.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Ce este TollRo \u0219i de c\u00e2nd se aplic\u0103<\/h2>\n\n\n\n<p>TollRo este noua tax\u0103 de drum pe care Rom\u00e2nia o introduce pentru vehiculele comerciale de mare tonaj. Concret, ea va lua locul rovinietei pe care camioanele o foloseau p\u00e2n\u0103 acum \u0219i aduce un principiu diferit de calcul: pl\u0103te\u0219ti dup\u0103 c\u00e2\u021bi kilometri rulezi, nu pentru o perioad\u0103 fix\u0103.<\/p>\n\n\n\n<p>Baza legal\u0103 o reprezint\u0103 <a href=\"https:\/\/legislatie.just.ro\/public\/DetaliiDocument\/272230\" target=\"_blank\" rel=\"noopener\">Legea nr. 226 din 17 iulie 2023<\/a>, care prevedea ini\u021bial pornirea sistemului la <strong>1 ianuarie 2026<\/strong>. <\/p>\n\n\n\n<p>Sistemul nu este o inven\u021bie rom\u00e2neasc\u0103. Modelul de taxare \u00een func\u021bie de distan\u021b\u0103 exist\u0103 deja de ani buni \u00een \u021b\u0103ri precum Ungaria, Bulgaria, Polonia, Italia sau Spania &#8211; drumuri pe care mul\u021bi transportatori moldoveni le cunosc bine. Rom\u00e2nia doar se aliniaz\u0103 acum la aceea\u0219i logic\u0103.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Prin ce difer\u0103 TollRo de roviniet\u0103<\/h3>\n\n\n\n<p>Diferen\u021ba esen\u021bial\u0103 st\u0103 \u00een felul \u00een care se calculeaz\u0103 suma de plat\u0103:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Rovinieta<\/strong> se cump\u0103r\u0103 pentru un interval de timp (o zi, \u0219apte zile, o lun\u0103 \u0219i a\u0219a mai departe). C\u00e2t rulezi efectiv \u00een acel interval nu conteaz\u0103 &#8211; pre\u021bul r\u0103m\u00e2ne acela\u0219i.<\/li>\n\n\n\n<li><strong>TollRo<\/strong> \u021bine cont de <strong>distan\u021ba parcurs\u0103<\/strong>, de <strong>emisiile de CO\u2082<\/strong> ale vehiculului (adic\u0103 de norma de poluare) \u0219i de <strong>costurile reale de \u00eentre\u021binere a drumurilor<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p>Practic, cu c\u00e2t un vehicul ruleaz\u0103 mai mult \u0219i polueaz\u0103 mai mult, cu at\u00e2t pl\u0103te\u0219te mai mult. Este un model g\u00e2ndit s\u0103 reflecte mai exact uzura pe care fiecare camion o produce asupra infrastructurii.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Pe cine vizeaz\u0103 TollRo<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">Ce vehicule pl\u0103tesc<\/h3>\n\n\n\n<p>Taxa se adreseaz\u0103 <strong>vehiculelor comerciale a c\u0103ror mas\u0103 total\u0103 maxim\u0103 autorizat\u0103 (MTMA) dep\u0103\u0219e\u0219te 3,5 tone<\/strong>. Dac\u0103 p\u00e2n\u0103 acum aceste vehicule circulau legal pe drumurile din Rom\u00e2nia pe baza rovinietei, odat\u0103 cu TollRo plata se va face \u00een func\u021bie de distan\u021ba parcurs\u0103, prin noua platform\u0103 de taxare.<\/p>\n\n\n\n<p>Asta acoper\u0103, printre altele:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>camioanele \u00eentre 3,5 \u0219i 7,5 tone;<\/li>\n\n\n\n<li>camioanele \u00eentre 7,5 \u0219i 12 tone;<\/li>\n\n\n\n<li>camioanele de peste 12 tone, cu trei sau mai multe axe;<\/li>\n\n\n\n<li>capetele tractor cu semiremorc\u0103 (TIR-urile);<\/li>\n\n\n\n<li>autobuzele \u0219i autocarele cu mai mult de 9 locuri.<\/li>\n<\/ul>\n\n\n\n<p>Pentru transportatorii din Moldova, regula conteaz\u0103 \u00een special la cursele de marf\u0103 \u0219i la tranzit: orice vehicul greu care intr\u0103 pe teritoriul Rom\u00e2niei intr\u0103 \u0219i sub inciden\u021ba acestei taxe.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Se aplic\u0103 \u0219i autoturismelor?<\/h3>\n\n\n\n<p>Nu. <strong>Autoturismele \u0219i vehiculele u\u0219oare, sub 3,5 tone, r\u0103m\u00e2n \u00een continuare la roviniet\u0103.<\/strong> TollRo este o m\u0103sur\u0103 care \u00eei vizeaz\u0103 exclusiv pe operatorii de transport comercial, intern \u0219i interna\u021bional, nu \u0219i ma\u0219inile personale.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">C\u00e2t cost\u0103 TollRo<\/h2>\n\n\n\n<p>Taxa se ob\u021bine \u00eenmul\u021bind un <strong>tarif unitar pe kilometru<\/strong> cu <strong>distan\u021ba parcurs\u0103<\/strong> pe un anumit drum. Pentru un operator moldovean care face frecvent curse lungi prin Rom\u00e2nia, asta \u00eenseamn\u0103 c\u0103 planificarea traseului \u0219i alegerea vehiculelor mai pu\u021bin poluante devin decizii cu impact concret asupra costurilor.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Cum se pl\u0103te\u0219te TollRo \u00een Rom\u00e2nia<\/h2>\n\n\n\n<p>Rom\u00e2nia pune la dispozi\u021bie mai multe variante de plat\u0103, \u00een func\u021bie de c\u00e2t de des circuli prin \u021bar\u0103:<\/p>\n\n\n\n<p><strong>Contractul cu un furnizor de servicii<\/strong> se adreseaz\u0103 celor care ruleaz\u0103 des pe drumurile din Rom\u00e2nia. Pentru o flot\u0103 care intr\u0103 regulat \u00een Rom\u00e2nia, aceast\u0103 variant\u0103 reduce mult b\u0103taia de cap administrativ\u0103.<\/p>\n\n\n\n<p><strong>Tichetul de rut\u0103<\/strong> este potrivit pentru tranzituri ocazionale sau deplas\u0103ri punctuale. \u00cel cumperi \u00eenainte de curs\u0103 \u0219i \u00ee\u021bi ofer\u0103 acces temporar pe un traseu anume \u2014 op\u021biunea cea mai simpl\u0103 dac\u0103 intri rar \u00een Rom\u00e2nia.<\/p>\n\n\n\n<p><strong>Aplica\u021bia eTarife<\/strong>, oferit\u0103 gratuit de <strong>CNAIR<\/strong> (Compania Na\u021bional\u0103 de Administrare a Infrastructurii Rutiere), \u00ee\u021bi permite s\u0103 achi\u021bi taxa direct de pe telefon.
