1<\/strong>, un set de reglement\u0103ri controversate care formalizeaz\u0103 practici considerate discriminatorii \u00een transportul rutier european.<\/p>\n\n\n\n<p>Decizia a fost luat\u0103 \u00eentr-un context sensibil, marcat de criza COVID-19, f\u0103r\u0103 a \u021bine cont de efectele deja resim\u021bite \u00een sectorul transporturilor, unul dintre cele mai afectate domenii economice din Uniunea European\u0103.<\/p>\n\n\n\n<p>Prin acest vot, Parlamentul a deschis un nou capitol, criticat de mul\u021bi ca fiind o <strong>abandonare a principiilor pie\u021bei unice europene<\/strong>, cum ar fi libera circula\u021bie a serviciilor \u0219i a for\u021bei de munc\u0103.<\/p>\n\n\n\n<p>Sub influen\u021ba intereselor politice interne ale unor state membre, eurodeputa\u021bii au aprobat m\u0103suri majore f\u0103r\u0103 o analiz\u0103 de impact clar\u0103, contrar valorilor promovate de Tratatele Uniunii \u0219i de <strong>obiectivele Pactului Ecologic European<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Pierderi estimate pentru Rom\u00e2nia \u00een urma Pachetului Mobilitate 1<\/strong><\/h2>\n\n\n\n<p>Speciali\u0219tii atrag aten\u021bia c\u0103 aplicarea prevederilor din <strong>Pachetul Mobilitate 1<\/strong>, care intr\u0103 \u00een vigoare \u00eencep\u00e2nd din acest an, va avea un impact sever asupra transportatorilor rom\u00e2ni \u0219i asupra economiei na\u021bionale.<\/p>\n\n\n\n<p>Pe termen mediu \u0219i lung, speciali\u0219tii prognozeaz\u0103 c\u0103 Rom\u00e2nia ar putea pierde \u00een jur de <strong>200.000 de \u0219oferi profesioni\u0219ti<\/strong>, \u00eempreun\u0103 cu familiile acestora, ceea ce ar putea declan\u0219a o criz\u0103 profund\u0103 pe pia\u021ba muncii din domeniul transporturilor.<\/p>\n\n\n\n<p>\u00cen plus, circa <strong>30% dintre operatorii de transport rom\u00e2ni<\/strong> ar putea disp\u0103rea de pe pia\u021b\u0103, neav\u00e2nd resursele necesare pentru a supravie\u021bui impactului dublu al noilor reglement\u0103ri \u0219i al crizei COVID-19.<\/p>\n\n\n\n<p>\u0218i mai grav, se preconizeaz\u0103 c\u0103 <strong>p\u00e2n\u0103 la jum\u0103tate dintre firmele r\u0103mase<\/strong> care activeaz\u0103 \u00een transportul rutier interna\u021bional vor decide s\u0103 \u00ee\u0219i relocheze sediul \u00een alt\u0103 \u021bar\u0103, \u00eenainte ca toate prevederile pachetului s\u0103 intre complet \u00een vigoare \u2013 adic\u0103 \u00een urm\u0103toarele <strong>18 luni<\/strong>.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Obliga\u021biile impuse prin Pachetul Mobilitate 1 \u2013 Impact puternic pentru transportatorii est-europeni<\/h4>\n\n\n\n<p>De\u0219i prevederile <a href=\"https:\/\/cargotrack.md\/ru\/blog\/noi-reglementari-ale-pachetului-mobilitate-1\/\">Pachetului Mobilitate 1<\/a> sunt, \u00een teorie, aplicabile tuturor statelor membre \u00een mod egal, \u00een practic\u0103 efectele sunt dezechilibrate. <strong>Operatorii din Europa de Est<\/strong>, inclusiv cei rom\u00e2ni, vor fi afecta\u021bi dispropor\u021bionat, \u00eentruc\u00e2t noile m\u0103suri limiteaz\u0103 considerabil capacitatea acestora de a mai efectua transport rutier interna\u021bional \u00een Europa de Vest.<\/p>\n\n\n\n<p>Cele mai importante obliga\u021bii impuse de Pachetul Mobilitate 1:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>\u00centoarcerea obligatorie a camioanelor<\/strong> \u00een \u021bara de origine la fiecare <strong>8 s\u0103pt\u0103m\u00e2ni<\/strong>, ceea ce genereaz\u0103 costuri suplimentare \u0219i \u00eentrerupe activitatea opera\u021bional\u0103 eficient\u0103.<\/li>\n\n\n\n<li><strong>Restric\u021bionarea cabotajului<\/strong>, prin introducerea unei pauze obligatorii de <strong>4 zile<\/strong> \u00eentre opera\u021biuni \u00een aceea\u0219i \u021bar\u0103, dar \u0219i extinderea regulilor de cabotaj asupra curselor rutiere ini\u021biale sau finale din transportul combinat.<\/li>\n\n\n\n<li><strong>Aplicarea Regulamentului Roma I<\/strong> \u00een transporturi, \u00eempreun\u0103 cu reglement\u0103rile privind deta\u0219area \u0219oferilor. Acestea permit doar transport bilateral, tranzit \u0219i maximum <strong>dou\u0103 opera\u021biuni de cross-trade<\/strong>, excluz\u00e2nd alte forme de deta\u0219are.<\/li>\n\n\n\n<li><strong>\u00centoarcerea for\u021bat\u0103 a \u0219oferilor<\/strong> la fiecare <strong>3 sau 4 s\u0103pt\u0103m\u00e2ni<\/strong> \u0219i interzicerea efectu\u0103rii repausului s\u0103pt\u0103m\u00e2nal normal \u00een cabina camionului. Angajatorii trebuie s\u0103 asigure revenirea \u0219oferului fie la sediul firmei, fie la domiciliul acestuia.<\/li>\n\n\n\n<li><strong>Extinderea reglement\u0103rilor asupra vehiculelor de peste 2,5 tone<\/strong> implicate \u00een transportul interna\u021bional. Acestea vor intra sub inciden\u021ba regulilor privind accesul la profesie \u0219i pia\u021b\u0103, \u00eencep\u00e2nd cu <strong>21 de luni<\/strong> de la intrarea \u00een vigoare a noilor norme.<\/li>\n\n\n\n<li>\u00cencep\u00e2nd cu <strong>1 iulie 2026<\/strong>, acelea\u0219i vehicule de peste 2,5 tone vor trebui s\u0103 respecte \u0219i regulile privind <strong>timpul de conducere \u0219i odihn\u0103<\/strong>, la fel ca vehiculele grele.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">C\u00e2nd se aplic\u0103 prevederile Pachetului Mobilitate 1?<\/h3>\n\n\n\n<p>Pachetul Mobilitate 1 a fost adoptat oficial \u0219i va intra \u00een vigoare odat\u0103 cu publicarea sa \u00een <strong>Jurnalul Oficial al Uniunii Europene<\/strong>.
